The Terasaki TRS250NLPB is a 250 A neutral link for Resilience Standard 250 A panel boards fed through a 3-pole incoming device. A 3-pole MCCB or switch-disconnector has no neutral pole, so the board needs this link to connect the incoming neutral; a 4-pole incomer handles the neutral itself.
